Yes, the foot pedal will do the same thing in Program mode and Combi mode (unless you disable it via MIDI filter). So you’ll need to assign it to modulate something in each program you want it to affect.

It you have your pedal set to cc 04 in Global, then you just need to select it as an AMS source of the parameters you want to control for individual programs.

I could be wrong, but I think it is “hard-wired” to be on in Program mode. The MIDI Filter only exists in Combi mode, as far as I know.

This may not be possible for you or a perfect solution, but if you can have anything transmitting a tempo via MIDI, then that will override the performance’s tempo (assuming you have clock source set to External or Auto).
