How to turn local control off via computer?

How to turn local control off via computer?

Greetings! I understand how to turn off the local control on the Microstation itself, but I cant seem to figure it out in the microstation editor software.

Here is what I tried in the editor:

global > click MIDI tab >
Then there is a "local control on" box, however it is sorta grayed out and can not be toggled.

Anyone know whats going on?
