CX-3 v2 global settings

Recently bought a 2002 CX-3 v2.
Tried to adjust min/max on Global settings.
Pedal is labeled Korg (but is same as Yamaha FC7).
Max volume sets correctly, but I cannot get Global/
Write to set min. Volume.

Currently min. Volume is like 2 or 3 on an Amplifier pot.
Impossible to fade out on a song.

Anyone have similar experience? Or know if I should
just get a different pedal. Manual recommends Korg EXP-2.
