In the songbook , I can save ( M.Transp ) and work fine . but I can't save ( Tempo ) on a Mp3 file ...
It work on style just fine .. but midi or Mp3 No ..
or what am I doing wrong...

Basically, what you are trying to do cannot be done.
MIDI:
The MIDI file will have a tempo event in its master track and this is why you see the tempo at its original speed - this tempo is loaded as soon as the MIDI is selected.
To have that (MIDI) SONGBOOK entry load at a different tempo you need to edit the MIDI master track "tempo" event and save it as a new MIDI.
This can be done on the PA4X in SEQUENCER mode.
MP3:
There is no parameter in SONGBOOK to save the tempo offset (e.g. the +30 to -30) and the tempo itself cannot be selected for an MP3.
To have that (MP3) SONGBOOK entry load at a different tempo you need to edit the MP3, change its tempo and save it as a new MP3.
This cannot be done on the PA4X so use a software package like "Audacity" or any DAW.
So for both of the above you need to "select" the SONGBOOK entry and adjust the tempo manually prior to playing the song - the "T=nn" offset for MP3 and the "d=nnn" tempo for MIDI (where "d" is a quarter note symbol)

As all ways , Pete save the day ..
midi tempo is easy to change the tempo and resave ..
mp3 no so easy
I slow down the mp3 and resave but the words don't match now ...
