Are you sure that it is new, as in untouched by someone at the store you bought it from? At any rate, you can go to DISK mode and locate the FACTORY folder. Load the FACTORY ALL.PCG. That should fill your banks with over 2,000 programs and hundreds of combis.
Also the Factory file under disc is size 0 (has no data)
Is this a big problem?
