How many channels can your MIDI controller transmit? You could assign CC#07 (Volume) to a slider, knob or pedal. Whatever channel you are on will transmit that.
In a Combi (depending on which), a lot of the layers are assigned to the same channel, while KARMA layers are on other channels.
You can also assign CC#04 (Foot Pedal and many others!) to some sounds, but you will have to edit (program) those sounds to recieve it
To set FOOT PEDAL per program, press the FILTER TAB. You will see "Output Level" near the bottom of the touchscreen. Set OUTPUT LEVEL to 0 or to a minimum level that you want. Set the AMS to FOOT PEDAL and set your INTENSITY to +99.
**If there are 2 oscillators, then do this for both Filter tabs (oscillators).
(BTW, this is how I route my Breath Controller.)
In place of the Foot Pedal, you can use many others, including:
CC#01 Mod Wheel
CC#02 Breath Controller (-Y on OASYS)
CC#11 Expression
CC#13 Effect Control 2 (Also the second mod wheel on SY99)
CC#14
CC#15
CC#16 Ribbon
etc, etc,
Essentially, you can assign a different # to all 16 Combi programs. But, if you're getting that deep, why not use the front panel sliders on the OASYS?? Their movements can be recorded into the sequencer, if you are composing.
*Remember - any edits you make to a program will affect that program in other Combis that use it. For any project, I save the sounds with it.

If you have multiple parts of a Combi all on the same MIDI channel, and you want to control the volume of one only, then use cc #11, Expression from your external controller. Then, on the Oasys, go to the MIDI Filtering page and Disable "Other Controllers" from the timbres that you do NOT want to change.
