I'm relatively new at this as well, but I'll take a stab at it. (Kind of like the blind leading the blind) Your question requires more info. Such as do you currently know how to play any instruments? Can you read music? Do you know any music theory? etc.
I'll assume you don't know any of that, and take it from there. You can adjust the answers if you do know any of the above.
Currently there are 2 forms of synths. Hardware and software. Hardware is an actual instrument you touch and manipulate which produces sounds from those efforts. These need to be plugged into an amp and speakers or a set of headphones.
Software based is on your computer through a DAW or individual application that can run in a stand alone mode. Most people using DAWs have a controller, which is a piece of hardware which by itself creates no sound (some can but they are usual very limited), but when plugged into your computer via usb or midi can be used to control the plugins in your DAW. This gives you potentially unlimited potential. Sounds, effects, layers, etc. are only limited by what you can find and the power of your computer.
That said A LOT of the hardware based synths will allow you to use them as controllers as well, either via USB or MIDI.
So to answer your question. How serious are you? Will you pick something find out it's difficult and then never use it again, or will this difficulty fuel you and you will get mroe and more into it?
If the later buy the most you can reasonably afford. (workstation such as the M50, or M3) If the first, buy something small like an R3 or MicroKorg.
From here just experiment. And keep looking around on the internet. Youtube has a lot of material on it as well.
