Insert effects count in combi

It has 5 IFX. Does it mean when I am using combi each program can have 5 IFX?

No. In a Combi, there are only 5 IFX max. The effects will need to be carefully curated to get the best sound in a Combi. If there is a Program in the Combi that absolutely needs to sound the same as it does as a Program mode alone, then copy that Program's effects into the Combi. If those effects muddy or change the sounds of the other Timbres in the Combi, then route those Timbres through different IFX, if there are any IFX slots left.
