Volume Pedal Problem

I just got an Ernie Ball VP JR 250K for passive instruments. I plugged it in and calibrated it but the volume swells are backwards. When the pedal is all the way forward it cuts the volume and back its at full volume. Am I doing something wrong or is this the way its supposed to be? The wah function works fine.
