There is no right or wrong answer on how to use effects.
Music is an art, and is totally subjective. Sure, there are some recommendations you should follow.
I think the first thing you should do is learn what each type of effect is used for, and what it does.
Believe me, it is a very big learning curve. I have been learning on my own for a good year or so now, and have still only really scratched the surface.
Then of course there is EQ, Panning, Effect Chaining, the list goes on.
Once you have a basic idea of all of this, and the context they should be used, it may be an idea to listen to commercial productions of the genre that you are writing for to find out what it should sound like overall.
I wish you luck, but unfortunately, there is no easy, or quick way to learn this stuff. It will take time, patience and plenty of practice.

Another possible quicker and easier way may be to look at some programs and combis that have been programmed by Korg and see which effects are used where.
