Does anyone have a definite answer yet as to whether the Volca Sample can be played melodically via MIDI?

highly doubt that. You'll be able to trigger the samples with midi, but not play them on a chromatic scale. that's electribe territory. (ESX has that function, and maybe the new sampler coming out later, too)

Yes, you can play chromatically each sample, but you need an external midi remapper like this one based on an Arduino, a very low cost solution .
This not a native feature of the Volca Sample.
