Patch for 311's All Mixed Up

Trying to recreate the low whistle noise in the verses on this tune.

Comes in around :23 seconds in. A sort of a low whistle, then a pad. I can figure out the pad, since it's pretty generic - but I am really new to synth programming, so I don't know where to start on the whistle.

Even some guidance to point me in the right direction - a'la - "start with an oboe patch...tweak the thingamajig to get that fweep fweep sound..."
