Concert C-35

Hi Folks,
I'm trying to fix a concert C-35 for a friend and I've managed to get the piano working but the volume is very low - its just about audible a full volume.
Unfortunately my friend can't find the 4-way lead that connects the foot pedals to the piano. Could this be a possible cause for the low volume? I've tried simulating the pedals by shorting the pin where this lead should connect - but no change.
I would there appreciate any advice, please.
