Can a pedal be used to trigger a timbre in a complex manner?

Hello Everybody,
I'd like to have a combi where I have a guitar that plays normally without splits,etc. I then would like to be able to play a chord for instance, and be able to press and hold a pedal (doesn't matter if it would be footswitch or damper) and another program like strings would play on different track, sustained until I released the pedal. The use of the pedal should have no effect on the guitar prog track.
Here's the twist that I'm really looking for...
1. The second program would be silent while the pedal is not depressed
so I can play guitar only parts.
(Described above)
2. The notes that should sound on the strings prog should only be the notes that were down while the pedal was being depressed, and once the pedal was down, the strings there were down at that moment would sound sustained, but any additional notes that were played after the pedal was 'all the way down' would not sound. (you could hit a chord, quickly press and hold down the pedal, keep playing lead until the next chord change, let up on the pedal, hit the next chord, rinse and repeat...
If this whole idea sounds stupid and there's a better, different approach, please, feel free to let me know...
Also, if there is a solution to accomplish this with multiple keyboards, where different keyboards would take the place of different programs in a combi. (This actually would be a more ideal solution for me)
