Different Tempo in a track

Hi guys.
I am not sure if it is possible or not. I would like to play a specific track in a different tempo from the others tracks in a determined range of the music. The others will play faster and a single one, lower. I want to try to create a strange effect in the song.
Is it possible? Can I determined a different tempo just for a specific track?
