So... I accidently deleted one of my PCG file and 1 SNG file stored in my SD card. My PCG file stored all of the programs and combis I have collected over the past few days. The SNG file contains 3 sub folders of songs. Is there a way to get them back?
What happened is I was going through my SD card and deleted a bunch of PCG files because they all contains all same programs I didn't need. I accidently deleted my PCG and my SNG file. I check recycle bin and it's not show in there. Isn't it suppose to show there?? Why isn't it showing in recycle bin? And is there a way I can recover them back?

When you delete files from removable media such as USB sticks and SD cards they are generally not put in the Recycle Bin, because doing that would mean copying them off the device.
So I'm sorry to say but it seems as if your files are really gone. If you haven't written your SD card with other stuff yet you may be able to use a recovery tool. I've used Active Partition Recovery / Active File Recovery in the past with some success, but it's paid software. I lost something important enough that it was worth buying. I believe there may be also some free tools but I'm not an expert. The most important thing, if you want to go this route, is to not write any new files to the card. Basically, "deleting" files in a modern OS doesn't actually remove the information, it just tags the files/sectors as "ok to overwrite, nothing here". As long as you haven't overwritten those places with new stuff, recovery software has a good chance of reclaiming your files.
Good luck!
