I often use the knobs to control the volume of individual patches in a Combi (using either cc7 and/or cc11). When the Combi is selected the volume is up on each patch (the knobs have to be manupulated to take the patches out of the mix.
Is there a way for the volume for a patch in a Combi to be zero when the Combi is selected, but the volume can be brought up by turning a knob when the sound of the patch is needed?

Not a perfect solution, but there are several insert effects (like EQ or compression) that, if their outputs are turned to zero [or -100], effectively mute a sound.
Assigning an Alternate Modulation Source (AMS - see the manual) would allow you to start in a "zeroed" state and control that fade in as the insert effect's output came to "normal"(as opposed to starting in a normal and having to turn down before playing to get the correct balance). There are many options for that controller, but the knobs are certainly one -- also remember that you can assign that knob to more than one voice if needed so you can turn up several tracks/instruments in unison if needed.

It worked with the Stereo Compressor. With EQ I could only reduce the volume by 18 db.
BTW: If you want the volume to increase as you turn the knob clockwise, you've got to set the Amt. to -100.
