No you're not missing something I think.
I observed the same thing. Recording pure audio from the PA500 at 60 BPM, then analyzing the audio in audacity. Gives a BPM of 59,95 BPM.

It looks indeed as the clock of the PA500 isn't very accurate.

The PA has indeed 2 16 tracks sequencers, but they are separated sequencers = you can load 2 songs in it and then with the balance slider fade from one song in another.

But you can't use them as one 32 track sequencer
