I understand that the korg ms-20 mini is the standalone synth, which is exactly what I'm looking but I'm wondering if I can buy the ms-20 ic and use it without having to plug into a computer just like the mini.

Nope, the ms-20 ic is a USB MIDI controller. It is not a synth, hence you can not use it standalone without a pc.
The patch panel is only to physically represent configurations that are run/executed by MS20 software on your computer.
You can not plug in real analog synth signals into the patch panel of the ms-20 ic either.

Is an iPad allowed? This Youtube video seems to show the MS-20ic controlling the MS-20 app on the iPad.

Hi,

Yep, an iPad is possible. The iMS20 software for iPad is just setup/designed to interact correctly with the MS20 ic.

Note that the MS20ic is a USB MIDI controller. So it can interact with any software synth on whatever platform as long as it understands MIDI. Korg delivers USB drivers for most platforms.

Note also that the iMS20 is the best option to match with the controller, especially for the patch panel. That functionality will not immediately working with other soft synth. At the moment you patch something on the controller, it will transmit NRPN messages to the soft synth. So it very much depends what your soft synth does with that... Same goes for the knobs, they will send out CC messages.
