Make sure your Bank protects are off. Also make sure it's sending out of the correct MIDI port, and that your MIDI cables are in tight and not damaged (mine are super old).

Here's the fix. It seems to be a bug when the Korg gets assigned above midi9 internally to W10. The registry edits described allow you to move the Korg into the lower midi device numbers.
